This study aims to evaluate the perceptions of participants, the transparency of fund management, and the challenges in the implementation of the Tapera program. The research uses a qualitative approach with document study and content analysis to explore relevant literature. The findings reveal that many informal workers face difficulties in participating in this program, especially due to irregular income, as well as a lack of clarity regarding fund management. Moreover, the transparency of Tapera fund management is also an issue that needs more attention to ensure the program operates effectively and meets public expectations. In the context of increasingly dynamic market competition, millennials play an important role as agents of economic transformation who are adaptive to technology and oriented towards business sustainability. A qualitative approach was used through in-depth interviews and observations of small businesses managed by millennials. SWOT analysis was applied to identify the strengths, weaknesses, opportunities, and threats faced in business risk management. The results of the study show that Islamic values, such as honesty (shiddiq), trustworthiness, and social responsibility (falah), form the basis for ethical and fair business decision-making. Meanwhile, business digitalization through the use of social media, e-commerce, and digital payment systems can increase efficiency and expand market reach. With an IFAS value of 2.44 and an EFAS value of 2.85, the business is positioned in the aggressive (growth-oriented) strategy quadrant, which means that business actors need to maximize external opportunities through internal strengths based on innovation and sharia principles. The impact of this technological advancement is particularly notable in the field of Hajj plus and Umroh, where the "plus" Umroh package, integrating worship activities with Islamic tours, is undergoing development. Consequently, the competition among businesses has intensified, not only in terms of product offerings but also through irrational price competition. considering these circumstances, there is a need to enhance the strategies for the "plus" Umroh package and holistik partnerships. The research employed a qualitative approach, utilizing field research as the primary methodology. Data collection methods included observation, interviews, and documentation. The collected data underwent processes of data reduction, data presentation, and drawing conclusions. Based on the research findings, it was observed that the "plus" pilgrimage package holds superior appeal due to its ability to combine the exploration of Islamic cultural history in each country with the experience of pilgrimage in the holy land. Additionally, the holistik partnership strategy was found to be effective when community leaders with influence and congregations were approached. To further enhance the industry, it is recommended to establish an association organization comprising Hajj plus and Umroh travel entities. This research uses quantitative methods with data and information collection techniques obtained directly from respondents. The sample in this study consisted of 86 respondents from 623 students using the Slovin formula. The data analysis technique uses a questionnaire with SPSS version 25 tools. The results of this research show that the influence of financial literacy has a significant effect on consumer behavior.
